DESCRIPTION:The Ruth Enlow Library will host a lecture on Gypsies   Their History and Culture\, presented by Dr. Gerald Pops\, professor emeritus of public administration at West Virginia University\, where he taught from 1974 to 2010.  Scheduled for Wednesday\, August 9 from 6   7:30 p.m. at the Oakland Library\, this lecture is free and open to the public.
